Run gpedit.msc

Computer Configuration - Windows Settings -Security Settings - Local Policies - Security Options

Then change setting for "User Account Control: Admin Approval Mode for the built in Administrator account" to enabled

Run cmd and gpupdate /force

Should work after log off and log in

You have to log off (or Reboot or Shutdown) for this to work
