Below is screen shot of how you can make exclusions when it comes to downloads being withheld by this security service. Here's a screen shot showing where you can whitelist these websites.
1.
You'd want to edit both the HTTP Referer and the HTTP Host.
2.
Enter the name of the websites in the entry. Then hit add. Then hit save.
This would need to be done for both the HTTP Referer and the HTTP Host.
