If you are unable to access the table and fixhdr doesn't work then do the following:
FIXCTHDR /g (merely creates an INI file. If one already exists, overwrite it)
FIXCTHDR /fh MRCI99 MRCI00
CTGUI (rebuild then fix the problematic file)
CTCHECK to verify (file should check normal)
Had to run ppcpy because of leaf node errors.
